The refusals
Two things stop a search before it starts — an ungrounded workspace, and a match that’s out of reach. Both leave the quota alone.

The rules
Both leave the quota alone. These are the rules the product runs on — the same ones every time, applied before anything runs.
A missing applicant profile or base resume refuses the search up front — with a Fix in Edit Profile banner — instead of spending a quota slot on work it couldn’t ground.
